Introduction
The Independent Schools Association (ISA), representing over 77 private schools in Chandigarh, has raised concerns over the partial reimbursement provided by the UT education department for Economically Weaker Section (EWS) admissions. The association has written to the department, highlighting discrepancies in the amount sanctioned versus the amount actually disbursed.
Reimbursement Concerns
According to ISA, the education department approved ₹3,206 per student for EWS admissions but only released ₹2,406, which is just 70% of the promised amount. Additionally, schools are required to reserve 25% of seats for EWS students, but the administration is providing reimbursements for only 10% of these seats. This issue is currently being addressed in the Punjab and Haryana High Court.
Schools Demand Full Support Under RTE Act
ISA President HS Mamik has pointed out that the reimbursement is only provided for entry-level classes, whereas the Right to Education (RTE) Act states that financial support should continue until Class 8. Schools argue that without complete reimbursement, it becomes difficult to sustain free education for EWS students.
Education Department's Response
The UT Director of School Education, Harsuhinderpal Singh Brar, clarified that the department follows a policy of releasing 75% of the previous year’s finalized rate, with the remaining amount settled later. He stated that dues for the 2022-23 academic year have been fully cleared, and 75% of payments for 2023-24 have been released, with the remaining funds to be provided soon.

The matter remains under legal scrutiny, with the next hearing scheduled for March 25. Private schools continue to urge the administration to ensure full reimbursement so they can effectively implement EWS admissions as per government policies.
